Enclosed please find a summary outlining the 2003 District Residential Reduction Assistance Grant Applications.

Background

As outlined in Hamilton County's approved solid waste management plan, the District's Residential Reduction Assistance Grant is designed to assist communities and non-profits with innovative waste reduction and recycling programs which will significantly reduce the grantees' waste stream. A total of $100,000 is allocated for the 2003 Residential Reduction Assistance Grant.

Selection of Funding

Selection of grant funding has been completed by District staff. The District's recommendations are attached. District staff has recommended that the following political subdivisions receive full or partial grant funding: Springfield Township, Whitewater Township, City of Forest Park, and City of Loveland.. The District also recommends that the following not-for-profits be fully or partially funded for 2003: Hamilton County Soil and Water Conservation District. The Cincinnati Zoo's application will be discussed during the Policy Committee meeting.

Timeline for Distribution of Grant Funds

Several steps must be completed before grant checks can be sent to grantees. The following is the grant allocation timeline:

  • Announce winners - February 3
  • Contracts to be reviewed by Hamilton County Prosecutor: February 4 - February 28
  • Contract signed by grantees and County Administrator: March 15
  • Receive invoices from grantees and submit purchase orders: March 16
  • Grant checks mailed to grantees: April 1

APPLICANT: Hamilton County Soil & Water Conservation District

PROJECT TITLE: Alternative Erosion and Sediment Controls

AMOUNT REQUESTED: $40,000.00

MATCH AMOUNT: $50,000.00

RECOMMENDED FUNDING: $40,000.00

TIMELINE: March, 2003

PROJECT SUMMARY: The District, with the assistance of several cooperating agencies, will show the economic as well as environmental benefits of using compost as an erosion and sediment control. The project will further the markets for compost as the project will be publicized to the local homebuilders association, engineering community, and development councils.

APPLICANT: Cincinnati Zoo

PROJECT TITLE: Recycling of Construction and Demolition Debris

AMOUNT REQUESTED: $17,900.00

MATCH AMOUNT: $8,000,000.00 (cost of constructing building)

RECOMMENDED FUNDING: To be discussed

TIMELINE: April, 2003

PROJECT SUMMARY: The Cincinnati Zoo will build a new education center in 2003. The new building will meet the sustainable design requirements set by the US Green Building Council and could, potentially, be the first building of its kind at any zoo in the nation. Specifically, the Zoo will recycle 1500 tons of asphalt.

APPLICANT: Roselawn Community Council

PROJECT TITLE: Reclaiming Urban Timber Expansion

AMOUNT REQUESTED: $36,782.00

MATCH AMOUNT: $14,427.00

RECOMMENDED FUNDING: $0.00

TIMELINE: March, 2003

PROJECT SUMMARY: Roselawn will purchase a WoodMizer Sawmill to be available for use by Cincinnati and Hamilton County Park personnel to recycle wood waste. Funds will be allocated to manage and develop a customer base for the lumber.

APPLICANT: Springfield Township

PROJECT TITLE: Springfield Township Recycling/Cleanup Day

AMOUNT REQUESTED: $18,000.00

MATCH AMOUNT: $4,255.00

RECOMMENDED FUNDING: $8,760.00

TIMELINE: Event: September; Planning: March

PROJECT SUMMARY: Conduct a community cleanup/recycling day for residents. Items collected include: yardwaste, tires, white goods, automotive batteries, computers, etc. Estimated amount of diversion is 30 tons. Additionally, the Township anticipates collecting 100 lawn mowers and 200 computers. The lawn mowers and computers will be refurbished/reused, if possible. If not, the parts will be recycled.

APPLICANT: City of Forest Park

PROJECT TITLE: Recycling & Reuse in Forest Park

AMOUNT REQUESTED: $21,820.00

MATCH AMOUNT: $10,007.00

RECOMMENDED FUNDING: $20,640.00

TIMELINE: April, 2003

PROJECT SUMMARY: The City will implement a variety of programs to increase recycling & reuse for its residents. Those programs include: recycling rewards program; large appliance/metal recycling drive; citywide yardsale; and tire recycling drive. The one program not recommended for funding is the computer recycling drive, as the District is already providing this service.

APPLICANT: City of Loveland

PROJECT TITLE: Voluntary Recycling Outreach Program

AMOUNT REQUESTED: $28,820.00

MATCH AMOUNT: $0.00

RECOMMENDED FUNDING: $8,000.00

TIMELINE: May, 2003

PROJECT SUMMARY: The City of Loveland will purchase additional curbside recycling bins in an effort to increase participation in the program. Loveland will purchase approximately 2,000 bins.

APPLICANT: Whitewater Township

PROJECT TITLE: Keeping Whitewater Township Clean

AMOUNT REQUESTED: $10,192.00

MATCH AMOUNT: $1,395.00

RECOMMENDED FUNDING: $10,192.00

TIMELINE: Event: April; Planning: March

PROJECT SUMMARY: The Township will conduct two events to collect tires, metals and white goods. The events will take place in April and October. Estimated tonnage diverted is 74 tons.
