 I.      Introduction/Opening Comments

NOTICE: This memo is for the meeting to be held on November 20, 2008. The meeting will begin at 9:30 am at Hamilton County Environmental Services located at 250 William Howard Taft, Cincinnati, Ohio 45219.

IV.     Policy Items

  A.          Television Recycling Event

On February 17, 2009 all full-power broadcast television stations in the United States will stop broadcasting on analog airwaves and begin broadcasting only in digital. Televisions that are not hooked up to cable will need to purchase a convertor box to continue to receive over the air signals.  Given the switch to digital broadcasting and the increasing popularity of televisions with new technology, the District is concerned that televisions are becoming a problem waste stream.  In addition, Staff met with several communities this year with each identifying televisions as a problem waste stream.

To address this emerging waste problem, the District proposes to conduct a television recycling event in 2009.  While costs are unknown at this time, funds are available in the 2009 budget due to a reduction in costs for the District’s yardwaste drop-off program.

The District is not recommending that television recycling events be an annual program at this time. 

 Staff Recommendation: Staff recommends approval to conduct a television recycling event in 2009.    

    B.           Approval for District Priority Grants

Under the Solid Waste Management Plan Update, the District replaced the Reduction Assistance Grant with a District Priority Grant for communities and non-profit organizations.  With this revised grant program, the Policy Committee will identify three key solid waste management issues that will be eligible for District Priority Grant funding.  Potential grantees will submit grant applications that address these key issues. 

At the May 15th Policy Committee meeting, the members approved the following priorities for the 2009 grant cycle:  recycling promotion, recycling in public spaces, and food waste diversion.

 District staff has included, as Attachment C, recommendations relating to        applications for District Priority Grant funding.

Staff Recommendation:  District staff recommends that the Policy Committee approve    the grant award recommendations for forwarding to the Board of County Commissioners

 C.          Foodwaste Diversion

One of the goals of the Policy Committee’s strategic plan is to identify and research alternative technologies.  As discussed in previous committee meetings, the District organized a food waste diversion committee to identify ways to divert organics from the waste stream.  Staff will provide an update on the committee’s efforts

V.     Information/Discussion Items

A.             Quarterly Performance Measures

As a result of the Strategic Planning Session, on a quarterly basis, Staff will report the results of the District’s performance measures.  Attachment D provides an outline for the third quarter.

 B.              Recycling Awards Luncheon

The District held its annual recycling awards luncheon on November 13th.  The awards ceremony provides the District with the opportunity to thank communities, businesses, and organizations for their efforts to increase recycling.  The winners included:

 C.             Collection Events Closing for the Year

The District’s collection events will be closing for the season, including:

      -Yardwaste Drop-Off sites close November 30
-Household Hazardous Waste sites close November 22
-Computer Recycling drop-off closes December 30

 D.             Update on County Clean Up Partnership

The County Clean-Up Partnership is a one-year demonstration program for which the District is providing $40,000 to Keep Cincinnati Beautiful (KCB).  The funds are used to fund the Sheriff Inmate Work Detail Program and litter education.  Work Detail will pick-up litter every two weeks in eight communities outside the City of Cincinnati.  The program started July 28th.  Listed below are the communities that are serviced through this program:

Cheviot – Tuesday afternoons
Forest Park – Wednesday afternoons
Mt. Healthy – Thursday afternoons
Lincoln Heights – Friday afternoons
Colerain Township – Tuesday afternoons
Green Township – Wednesday afternoons
Delhi Township – Thursday afternoons
Golf Manor – Friday afternoons
