Enclosed please find a summary outlining the 2002 District Residential Reduction Assistance Grant Applications.
Background

As outlined in Hamilton County's approved solid waste management plan, the District's Residential Reduction Assistance Grant is designed to assist communities, non-profits, and schools with innovative waste reduction and recycling programs which will significantly reduce the grantees' waste stream.

The applications for the 2002 Residential Reduction Assistance Grant were sent to all public entities, schools, and non-profit organizations in Hamilton County on January 30, 2002 with a deadline for filing a grant application on May 15, 2002. The District received six applications from political subdivisions requesting a funding total of $77,848.00. A total of five applications were received from not-for-profit organizations and schools requesting a total of $28,366.00. A total of $100,000 is allocated for the 2002 Residential Reduction Assistance Grant.

Selection of Funding

Selection of grant funding has been completed by District staff. The District's recommendations are attached. District staff has recommended that the following political subdivisions receive full or partial grant funding: Village of Lockland, City of Loveland, City of Harrison, Crosby Township, City of Norwood. The District also recommends that the following not-for-profits and schools be fully or partially funded for 2002: Gorman Heritage Farm, Crayons to Computers, Nu-Blend Paints, Inc., Dater Montessori, Colerain High School.

APPLICANT: Nu-Blend Paints, Inc.

PROJECT TITLE: Paint Recycling

AMOUNT REQUESTED: $12,000.00

RECOMMENDED FUNDING: $12,000.00

PROJECT SUMMARY: Nu-Blend will collect unused latex paint from a variety of sources and reblend it to a high-quality usable latex paint. Specifically, the funding will be used to an anti-bacteria agent, create a new marketing brochure, and improvements paint can recycling process. Nu-Blend estimates diverting 112 tons of paint and recycling 40,000 paint containers.


APPLICANT: Crayons to Computers (C2C)

PROJECT TITLE: Crafts with Conviction

AMOUNT REQUESTED: $12,000.00

RECOMMENDED FUNDING: $12,000.00

PROJECT SUMMARY: "Crafts with Conviction" is a community service partnership between the Ohio Department of Rehabilitation and Correction and Crayons to Computers. Since 1998, inmates at 23 Ohio prisons have made over $3 million worth of school supplies from materials donated to C2C. C2C will purchase the following equipment and supplies: 3 sewing machines; 50 die cuts; shrink wrap; plastic bags; staples, thread, and padding compound. With the addition of this equipment, C2C will be able to accept 54 more tons of materials from local businesses.


APPLICANT: Gorman Heritage Farm

PROJECT TITLE: Composting Program

AMOUNT REQUESTED: $3,090.00

RECOMMENDED FUNDING: $3,090.00

PROJECT SUMMARY: Cincinnati Nature Center's Gorman Heritage Farm will continue to collect and compost approximately 300 cubic yards annually of source-separated vegetative waste from Pipkin's Market. The finished compost will be used as a soil amendment on the farm.

APPLICANT: Dater Montessori

PROJECT TITLE: Dater Waste Watchers

AMOUNT REQUESTED: $700.00

RECOMMENDED FUNDING: $700.00

PROJECT SUMMARY: Dater Montessori will continue the paper recycling program that was started in 2000. Expect to recycle 280 yards of recyclables.


APPLICANT: Colerain High School

PROJECT TITLE: Colerain Recycling Program

AMOUNT REQUESTED: $576.00

RECOMMENDED FUNDING: $576.00

PROJECT SUMMARY: Colerain High School will initiate a paper recycling program throughout the high school through a contract with Rumpke Recycling.

APPLICANT: Crosby Township

PROJECT TITLE: Crosby Township Recycles!

AMOUNT REQUESTED: $20,393.00

RECOMMENDED FUNDING: $20,393.00

PROJECT SUMMARY: The township will initiate a recycling drop off at 9139 Baughman Road in Harrison, Ohio through a contract with Rumpke Recycling. Included in this program, will be outreach presentations to the local school and promotional and educational materials for residents.



 

APPLICANT: City of Harrison

PROJECT TITLE: Recycling Magnet

AMOUNT REQUESTED: $3,055.00

RECOMMENDED FUNDING: $3,055.00

PROJECT SUMMARY: To increase participation in curbside recycling, the City of Harrison will develop refrigerator magnets shaped like a recycling bin. The magnet will list the materials that can be recycled in the curbside program.



 

APPLICANT: City of Loveland

PROJECT TITLE: Voluntary Recycling Outreach Program

AMOUNT REQUESTED: $13,000.00

RECOMMENDED FUNDING: $13,000.00

PROJECT SUMMARY: The City of Loveland will produce a 12-month calendar with the theme "Why Recycling is Important." The artwork will be provided by the children of Loveland in grades K-12. The calendar will include important dates and information regarding recycling programs in the City.



 

APPLICANT: Village of Lockland

PROJECT TITLE: Making Lockland Safer & Healthy

AMOUNT REQUESTED: $23.400.00

RECOMMENDED FUNDING: $11,400.00

PROJECT SUMMARY: The Village of Lockland will contract with D&R Recycling to recycle old tires (estimates 1,200 tires will be collected). Village employees will collect all tires and transport them to D&R Recycling. The Village will also contract with Midwest Environmental Services to recycle hazardous waste products two times/year.

 

APPLICANT: City of Norwood

PROJECT TITLE: Recycling - It Makes Cents for Norwood

AMOUNT REQUESTED: $13,000.00

RECOMMENDED FUNDING: $13,000.00

PROJECT SUMMARY: Norwood will use a multi-faceted approach to increase the number of subscribers to the curbside recycling program. With the use of mailings, flags, banners, parade presence, local community cables television, and incentives, the City hopes to raise awareness of the cost of garbage and the cost of not recycling, both in terms of City budgets and on the rapidly filling landfills.

 

APPLICANT: Village of Woodlawn

PROJECT TITLE: Removal and Recycling of Damaged Trees

AMOUNT REQUESTED: $5,000.00

RECOMMENDED FUNDING: $0.00

PROJECT SUMMARY: The Village would contract with a local tree removal company to provide for the removal of damaged trees in the Village. After removal, the trees will be composted.
