RESOLUTION NO. SWR 02/2003

RESOLUTION ACCEPTING RECOMMENDATIONS OF
THE HAMILTON COUNTY SOLID WASTE MANAGEMENT DISTRICT
POLICY COMMITTEE FINANCE SUBCOMMITTEE

AND

RECOMMENDING APPROVAL OF EXPENDITURES TO
THE HAMILTON COUNTY BOARD OF COUNTY COMMISSIONERS
OF THE DISTRICT

BY THE COMMITTEE:

WHEREAS, the Hamilton County Solid Waste Management Policy Committee (the "Policy Committee") has prepared a Solid Waste Management Plan (the "Plan") for the Hamilton County Solid Waste Management District (the "District"); and

WHEREAS, after approval of the Plan by the OhioEPA Director, the Board of County Commissioners of the District shall implement the Plan in compliance with the implementation schedule contained within the approved Plan; and

WHEREAS, the Draft Plan was ratified by legislative authorities representing ninety percent (90%) of the District population and approved by the OhioEPA Director April 18, 2000; and WHEREAS, the approved Plan identifies the role of the Policy Committee to include monthly Finance Subcommittee meetings to recommend authorization of expenditures; and

WHEREAS, the Hamilton County Solid Waste Management Policy Committee has appointed a Finance Subcommittee to review funding requests and oversee the financial stability of the District; and

WHEREAS, the Operations Coordinator of the Hamilton County Solid Waste Management District has submitted a two month budget report to the Finance Subcommittee with invoices totaling $56,468.97 period January 1 - February 28, 2003 is attached hereto and made a part hereof; and

WHEREAS, the Subcommittee hereby determines and affirms that said expenditures are consistent with the implementation of the approved Plan;

NOW, THEREFORE, BE IT RESOLVED BY THE HAMILTON COUNTY SOLID WASTE MANAGEMENT DISTRICT POLICY COMMITTEE THAT:

SECTION 1: The Policy Committee has reviewed the two month expenditures noted above and does hereby accept the Finance Subcommittee recommendations that the expenditures are consistent with the implementation of the Plan and further recommends that the Hamilton County Board of County Commissioners of the District approve said invoices for payment.

SECTION 2: The District Clerk be and hereby is authorized and directed to prepare the necessary recommendations for submission to the Hamilton County Board of County Commissioners for action with respect to said recommendations.

SECTION 3: It is hereby determined that all formal actions of the Hamilton County Solid Waste Management Policy Committee relating to the adoption of this Resolution were taken in an open meeting of the Policy Committee and that all deliberations of the Policy Committee were in meetings open to the public, in compliance with all legal requirements, including Section 121.22, Ohio Revised Code.

ADOPTED at a regularly adjourned meeting of the Hamilton County Solid Waste Management Policy Committee on March 13, 2003.
